Specialist Program Finance

The Specialist, Program Finance is responsible for overseeing the financial control of large and complex programs. This role partners with Program Managers and functional teams to establish and maintain financial plans, perform analyses, and prepare reports to ensure compliance with contractual and cost control guidelines. The position involves budgeting, financial forecasting, variance analysis, and providing insights into cost and schedule health to meet financial objectives.

Essential Functions:

• Financial Oversight:

  • Manage financial support for multiple government programs including proposal support and program planning.
  • Submit monthly financial forecasts and perform internal and external reporting.

• Program Analysis:

  • Collaborate with the program team to develop quarterly Estimates at Complete.
  • Communicate assumptions, risks, and opportunities impacting cost, schedule, and financial outlook.

• Financial Reporting:

  • Interface with Program Management, Accounting, Functional Leads, and customers to provide financial information.
  • Update financial forecasts with a focus on orders, sales, profit, and cash flow.

• Contract Types:

  • Support programs consisting of cost-plus and fixed-price work.
  • Perform Earned Value Management Systems (EVMS) and financial reporting.
  • Provide financial analysis for audits and other financial activities.

• Compliance:

  • Adhere to L3Harris policies and procedures.

Qualifications:

• Education & Experience:

  • Bachelor’s Degree with a minimum of 4 years of relevant experience, or
  • Graduate Degree with a minimum of 2 years of related experience.
  • 3+ years of experience in Earned Value Management (EVM), financial performance reporting, and internal/customer reporting.

• Skills:

  • Familiarity with Earned Value Management concepts, tools, and principles.
  • Strong MS Excel capability is essential.
  • Experience with Deltek Cobra, Oracle, Hyperion Smart View is considered a plus.
  • Highly motivated, able to work independently in a deadline-driven environment with attention to detail.
  • Strong written and oral communication skills and a professional demeanor.

• Additional Requirements:

  • Willingness to obtain a clearance if required (TS / SCI).
