The City of Sumner is hiring for an Assistant Planner or Associate Planner in the Development Services Department. This full-time position is Fair Labor Standards Act overtime non-exempt, with a standard work schedule of Monday through Friday, 8:00am - 5:00pm. Alternative and partial-hybrid work schedules may be available, and attendance at evening meetings or other off-duty events may be required. This position does not fall under Civil Service.

General Purpose:

  • Assistant Planner: May focus on short-range planning or long-range planning based on city needs. Works under direct supervision of a Senior Planner, with responsibilities including development proposal reviews, staff report preparation, and public interaction.
  • Associate Planner: Typically works under the direct supervision of the Development Services Director, with possible indirect supervision from Senior Planner or Planning Manager. Responsibilities include development proposal reviews, comprehensive plan maintenance, public presentations, and consultant management.

Duties and Responsibilities:

Assistant Planner:

  • Review development proposals for compliance with regulations.
  • Issue correction requests, certify compliance, and conduct inspections.
  • Prepare staff reports and recommendations for various land use permits.
  • Assist in researching, drafting, and processing amendments to the City's Comprehensive Plan.
  • Prepare materials for public meetings and presentations.
  • Perform research related to various planning topics and assist with enforcement actions.

Associate Planner:

  • Provide and interpret information to developers and the public.
  • Review development proposals and make recommendations.
  • Prepare comprehensive plan studies and documents.
  • Manage consultants and pursue grant applications.
  • Enforce zoning and land use regulations and coordinate with agencies.
  • Prepare and present reports and presentations to various city bodies.

Qualifications:

Assistant Planner:

  • Bachelor’s degree in planning, urban design, geography, engineering, or a related field.
  • At least six months of internship or planning-related experience preferred.
  • Valid Washington State driver’s license required.

Associate Planner:

  • Bachelor’s degree in planning, urban design, geography, engineering, or a related field; Master’s degree preferred.
  • At least two years of full-time planning experience or equivalent.
  • Valid Washington State driver’s license required.

Preferred Background:

  • Experience in design review, landscape architecture, environmental studies, architecture, urban design, or report preparation.

Knowledge, Skills, and Abilities:

  • Understanding of planning principles, Washington State planning laws, and modern planning trends.
  • Proficiency in modern office practices and technology.
  • Ability to prepare and present reports, provide customer service, and manage a varied case load.
  • Strong interpersonal and organizational skills.

Physical Requirements:

  • Typical office work, with occasional outdoor work and the need to lift up to 50 pounds.
