The Illinois Power Agency (IPA) is seeking an accomplished Chief Operating Officer (COO) to oversee its administrative and operational functions, ensuring efficiency, compliance, and alignment with the Agency's mission. Reporting to the Deputy Director, the COO will play a pivotal role in shaping IPA’s operations, driving process improvements, and fostering a collaborative work environment.


Key Responsibilities

  • Serve as a principal policy advisor, aligning Agency operations with strategic objectives.
  • Manage key administrative functions, including Human Resources, IT, Project Management, and Office Management.
  • Represent the Agency in stakeholder engagements, advocating for its mission and policies.
  • Lead a multi-functional bureau, supervising staff, setting goals, and fostering professional development.

Policy Development

  • Draft, implement, and maintain operational policies, ensuring compliance with laws and regulations.
  • Develop HR-related policies to enhance onboarding, workplace culture, and performance management.
  • Provide input on strategic decisions, aligning them with the Agency’s overall mission.

Strategic Planning

  • Develop and execute operational plans with short-term and long-term goals for Agency processes and performance.
  • Ensure inter-departmental coordination to optimize effectiveness across bureaus.
  • Integrate data analytics into strategic planning to guide decision-making.

Efficiency and Change Management

  • Analyze and improve internal programs and processes to enhance productivity.
  • Lead change management initiatives, identifying bottlenecks and implementing solutions for efficiency.
  • Foster an inclusive and collaborative culture to enable team success.

Compliance and Risk Management

  • Monitor and ensure compliance with state and federal laws, rules, and statutes.
  • Develop risk management strategies and internal controls to mitigate operational risks.
  • Oversee timely fulfillment of reporting obligations and adherence to regulatory requirements.


Required Skills and Experience

  • Bachelor’s degree in business administration, public administration, risk management, or a related field.
  • At least five years of leadership experience, with a strong record in team management.
  • Expertise in strategic planning and project management.
  • Proven ability to oversee diverse functions such as HR, IT, and operations.
  • Strong verbal and written communication skills.
  • Proactive, solution-oriented mindset with excellent decision-making capabilities.

Preferred Skills and Experience

  • Advanced degree (MBA or MPA).
  • Supervisory experience in government, especially within Illinois.
  • Familiarity with managing functions in a regulatory or public sector context.
