Key Responsibilities:

  • Serve as the telecommunications specialist for WAPA facilities.
  • Plan and design major telecommunications systems and manage associated infrastructure.
  • Draft and review technical specifications, designs, and cost estimates.
  • Coordinate with government departments like DOD, DOE, DOI, USDA, NTIA, etc., for system development.
  • Recommend and enforce policies and standards for installation and maintenance.
  • Manage frequency spectrum programs and offer technical support for related software and database development.

Requirements:

  • U.S. Citizenship.
  • Must be eligible for a security clearance and pass a drug test.
  • A valid state driver's license and ability to drive a government vehicle.
  • Ability to complete required DOE/WAPA certifications for contracting responsibilities.
  • Completion of a probationary period may be required.

Qualification Criteria:

  • Education: A bachelor's degree in engineering from an accredited school (ABET) or an equivalent combination of education and experience. Specific courses in fundamental engineering sciences are required.
  • Experience: Specialized experience at the GS-12 and GS-13 levels includes planning and designing telecommunications systems, acquiring licenses, and applying relevant policies and standards.
  • Time-in-Grade: For federal employees, at least one year at the lower grade level.
