The HR Associate will serve as a key resource for campus data maintenance and transactional processing. This role supports human resources functions by ensuring the accuracy of employee data, overseeing appointments, assisting with leave reconciliations, handling employment verifications, and supporting compliance activities. The HR Associate will assist in managing HR-related transactions, including those involving the State University Retirement System (SURS), and will play a significant role in ensuring adherence to university policies and procedures. This position will also provide operational support to the HR Service Center and contribute to the development of HR policies and training materials.
Key Responsibilities
Data Maintenance & Record Management
- Serve as the primary contact for data maintenance requests in the Banner/HR Front End systems.
- Reconcile Paid Leave for All Workers (PEALEAV) and process changes for separations and updates.
- Process Notification of Appointment (NOA) and service award calculations.
- Handle regular reviews of service/employment history within the university.
Transactional Processing/Data Management
- Assist with processing job record changes and transactions for various employee groups (e.g., Graduate Assistants, Academic Professionals, Faculty).
- Troubleshoot errors in transactions, working with HR administrators to resolve issues.
- Respond to employee and campus inquiries regarding HR policies, procedures, and guidelines.
- Process audit requests from internal and external sources.
State University Retirement System (SURS) Processing
- Manage SURS transactions, including certifications, separations, retirements, and other HR-related events.
- Review SURS error reports and provide corrections as needed.
- Handle SURS inquiries from employees, SURS, and UI Health in relation to web event processing.
File Review & Employment Verifications
- Oversee FOIA, file review, and subpoena requests in compliance with state laws.
- Manage employment verification requests from internal and external parties (e.g., FBI, Chicago Police, Workers Compensation).
- Administer Tuition Waivers for employees and their dependents, liaising with other universities for necessary coordination.
Policy Development & Training
- Assist in the creation and maintenance of training materials and HR policies.
- Participate in policy development efforts to ensure compliance with new regulations.
- Maintain confidentiality and handle sensitive HR information with discretion.
HR Service Center Support
- Assist with operational duties such as retro pay processing and audit requests.
- Attend campus-wide meetings related to HR policy and procedure development.
Minimum Qualifications
- Education: Bachelor's degree in Human Resource Administration, Organizational Administration, Public Administration, or a closely related field.
- Experience: At least two years (24 months) of professional-level human resources experience.
Preferred Qualifications
- Significant experience in higher education human resources.
- In-depth knowledge of HR policies, state and federal laws, and university procedures.
- Ability to manage human resource operations and oversee the coordination of activities.
- Experience with UIC's academic appointments, leave processing, and employment practices.
- Proficiency in MS Office, HR Front End, and Banner systems.
- Strong interpersonal, communication, and problem-solving skills.
