BCBSA is a national federation of 35 independent, community-based and locally operated Blue Cross and Blue Shield companies. The Executive Director (ED) will work closely with senior leadership to drive strategic initiatives, streamline operations, and improve stakeholder engagement within the Commercial Markets and Enterprise Data Services (CM/EDS) departments.

Key Responsibilities

  • Strategic Planning: Support the SVP and leadership teams with planning and budgeting processes, ensuring alignment with corporate goals and departmental objectives.
  • Budget & Financial Oversight: Partner with finance teams to manage and track the CM/EDS budget, prepare annual forecasts, and monitor variance to ensure financial discipline.
  • Project Management: Oversee high-priority projects, ensuring proper management of resources, including project intake, prioritization, and capacity allocation.
  • Cross-functional collaboration: Work across departments to ensure timely and efficient communication, governance, and issue resolution, addressing potential risks and challenges.

Governance & Stakeholder Engagement

  • Governance Planning: Led the planning and coordination for BCBSA’s Board and Subcommittee meetings, developing agendas and briefing materials.
  • Stakeholder Relations: Serve as a liaison between the SVP and internal/external stakeholders, fostering collaboration and ensuring alignment with the organization’s priorities.
  • Effective Communications: Manage communication strategies for internal and external stakeholders, ensuring clear, concise messaging aligned with strategic initiatives.

Organizational Development & Employee Engagement

  • Culture & Engagement Strategy: Develop and implement a strategy for employee engagement and culture activities, in partnership with HR, to ensure alignment with BCBSA’s priorities.
  • Leadership Development: Work with HR partners to provide guidance on resource utilization, workforce management, training, and onboarding across CM/EDS departments.

Operational Efficiency & Process Improvement

  • Process Optimization: Streamline administrative processes to enhance efficiency and reduce the time required for decision-making, reporting, and issue resolution.
  • Performance Monitoring: Track performance against strategic goals, providing oversight and coordination to ensure progress on key initiatives.
  • Compliance & Audit Support: Manage audit processes and ensure compliance with legal, policy, and regulatory requirements.

Experience

  • Leadership & Strategy: 10+ years of management experience, with expertise in strategic planning, business development, and the execution of business plans in a multi-functional, complex environment.
  • Cross-functional Collaboration: Proven ability to work effectively across departments and functions, leveraging relationship management and collaboration to drive results.
  • Stakeholder Engagement: Significant experience in engaging and influencing senior leadership and external stakeholders, ensuring alignment on strategic objectives.

  • Strategic & Financial Acumen: Strong financial management, budgeting, and strategic planning skills with the ability to make data-driven decisions.
  • Project/Portfolio Management: Expertise in managing large-scale, complex projects and initiatives, ensuring timely and cost-effective delivery.
