Climate Investments Policy Specialist

If⠀your⠀interests⠀include⠀the⠀development⠀and⠀analysis⠀of climate⠀policy in⠀a⠀collaborative⠀environment,⠀you may be⠀right for⠀this⠀position!⠀We are⠀seeking a⠀highly⠀motivated⠀Air⠀Pollution⠀Specialist⠀(APS) to⠀be part of⠀the team⠀responsible⠀for⠀providing⠀oversight⠀for the⠀California⠀Climate⠀Investments⠀program,⠀which uses⠀Cap-and-Trade⠀auction⠀proceeds⠀to fund⠀projects⠀across the⠀State in a⠀broad⠀range of⠀sectors⠀with a⠀focus on⠀greenhouse⠀gas⠀emission⠀reductions⠀and⠀benefits⠀for⠀disadvantaged⠀communities,⠀low-income⠀communities,⠀and⠀low-income⠀households.⠀The APS⠀will work⠀on⠀developing⠀guidance⠀for⠀agencies⠀administering⠀California⠀Climate⠀Investments⠀programs,⠀reporting⠀the⠀outcomes⠀of⠀investments,⠀performing⠀quantitative⠀analysis,⠀and⠀updating⠀the⠀triennial⠀investment⠀plan.⠀Duties⠀include⠀analyzing⠀data,⠀developing⠀policy⠀recommendations⠀and⠀responses⠀to⠀inquiries,⠀communicating⠀environmental,⠀economic,⠀and public⠀health⠀benefits⠀of⠀investments,⠀and⠀working⠀collaboratively⠀with⠀internal⠀and⠀external⠀stakeholders.⠀The APS⠀must have⠀strong⠀analytical⠀skills to⠀create⠀recommendations⠀for⠀effectively⠀communicating⠀outcomes⠀and⠀ensuring⠀transparency⠀regarding⠀the⠀utilization⠀of⠀Cap-and-Trade⠀auction⠀proceeds⠀and⠀present⠀findings⠀in a clear⠀and⠀concise⠀manner to⠀internal⠀groups,⠀stakeholders,⠀and⠀others. In⠀addition,⠀the⠀selected⠀applicant⠀will⠀participate⠀in⠀high-profile⠀and⠀sensitive⠀meetings⠀with⠀Administration⠀officials,⠀State⠀agency⠀staff, and⠀other⠀stakeholders,⠀as well as⠀represent⠀the⠀California⠀Air⠀Resources⠀Board⠀(CARB) at⠀forums and⠀workshops.⠀To ensure⠀Board-wide⠀coordination⠀and⠀communication,⠀the APS is⠀expected⠀to be⠀familiar⠀with⠀CARB’s⠀major⠀programs⠀to reduce⠀emissions⠀of air⠀toxics,⠀criteria⠀pollutants,⠀and⠀greenhouse⠀gases, as⠀well as⠀other⠀existing⠀California⠀climate⠀policies.

Working Conditions

The⠀positions⠀at the⠀CARB may⠀be⠀eligible⠀for⠀telework⠀with⠀in-person⠀attendance⠀based on⠀the⠀operational⠀needs of⠀the⠀position⠀under⠀Government⠀Code 14200⠀for⠀eligible⠀applicants⠀residing⠀in⠀California,⠀subject to⠀the⠀candidate⠀meeting⠀telework⠀eligibility⠀criteria⠀set forth⠀in the⠀CalEPA⠀telework⠀policy⠀and/or⠀future⠀program⠀need.⠀Employees⠀not⠀residing⠀in⠀California⠀are not⠀eligible⠀for⠀telework.⠀Regardless⠀of hybrid⠀telework⠀eligibility,⠀all⠀employees⠀may be⠀required⠀to report⠀to the⠀position’s⠀designated⠀headquarters⠀location⠀at their⠀own⠀expense,⠀as⠀indicated⠀on their⠀duty⠀statement.

• Requires⠀being⠀stationary,⠀consistent⠀with⠀office⠀work, for⠀extended⠀periods.
• Standard⠀office⠀environment⠀(artificial⠀lighting,⠀controlled⠀temperature,⠀etc.).
• Daily⠀use of a⠀personal⠀computer,⠀office⠀equipment,⠀and/or⠀telephone.
• Occasional⠀travel or⠀in-person⠀work may⠀be⠀required.

Job Type: Full-time

Pay: $5,633.00 - $10,903.00 per month
