The Chief Strategy and Operations Officer (CSOO) role for the Housing and Community Development (HCD) Division of the Department of Community and Human Services (DCHS) is a high-level leadership position that involves managing administrative operations, leading strategic initiatives, and collaborating closely with division and department leadership. The role requires extensive experience in overseeing finance, human resources, and administrative operations, along with strong leadership, strategic planning, and problem-solving skills.
Key Responsibilities:
- Build effective working relationships with division and department leadership, and other county departments.
- Lead implementation of key division initiatives and deliverables tracking.
- Develop internal policies for digital and physical record management, promoting the use of modern workplace tools (e.g., Microsoft Teams, SharePoint).
- Collaborate with fiscal leaders to standardize financial tracking tools.
- Coordinate with HR on personnel investigations and labor relations.
- Supervise staff, manage performance evaluations, and support managers in implementing policies and procedures.
- Implement equity and social justice principles in all operations.
- Represent the division in internal and external meetings.
- Act as a delegate for the HCD Director in leading strategic projects.
Qualifications:
Required:
- At least 3 years of senior leadership experience managing finance, HR, and operations in a corporate, nonprofit, or government setting.
- Experience in strategic planning, program oversight, financial analysis, and human resources.
- Strong decision-making, leadership, and problem-solving abilities.
- Excellent communication skills with diverse individuals.
- Proficiency with Microsoft workplace tools (Teams, SharePoint, Excel).
Desired:
- 5+ years of leadership experience.
- Project management certification (e.g., PMP).
- Advanced degree in management, finance, or business administration.
Additional Details:
- Telework and onsite work required. Must reside in Washington state.
- Non-union, exempt from the Fair Labor Standards Act (not eligible for overtime).
- Full-time position, Monday - Friday, 8 am - 5 pm.
