The Chief Financial Officer (CFO) is responsible for overseeing the financial management and administration of multiple departments within the Authority. Reporting directly to the Executive Director, the CFO ensures financial integrity, compliance with regulations, and effective management of resources. This role requires a reliable, dependable leader with significant experience in financial management, particularly within a governmental or utility context.
Key Responsibilities:
Financial Management:
- Oversee all aspects of financial management including accounting, finance, treasury, debt management, budgeting, fixed assets, assessment billing, collections, and financial reporting.
- Develop and maintain internal controls and procedures to safeguard the Authority’s assets.
Compliance and Oversight:
- Ensure compliance with federal, state, and local laws, regulations, and Governing Board policies.
- Review and evaluate strategies for managing the Authority’s debt and respond to inquiries by bond rating agencies.
Systems and Quality Control:
- Develop and maintain information networks and financial systems to support the Authority’s operations.
- Implement quality assurance and control systems to ensure data accuracy and integrity.
Forecasting and Planning:
- Conduct financial forecasting and planning to meet current and future financial needs.
- Manage the Non-ad Valorem Disposal and Mandatory Collection Assessment programs, ensuring compliance with legal requirements.
Purchasing and Equal Opportunity:
- Develop policies and procedures for purchasing to ensure cost-effective acquisition of goods and services.
- Provide leadership for Equal Business Opportunity programs to promote diversity in contracting.
Customer Service and Operations:
- Oversee solid waste collection and customer service operations, ensuring high-quality service and effective contract management.
Communication and Reporting:
- Keep the Executive Director informed of significant matters and provide reports to the Governing Board.
- Represent the Authority at meetings with legislators, officials, and community organizations.
Leadership and Management:
- Manage five directors and approximately seventy employees across Finance, IT, Customer Information Services, Purchasing, and Equal Business Opportunity departments.
- Hire, train, and evaluate subordinate directors, ensuring effective operations and staff development.
Knowledge, Skills, and Abilities:
Financial Management:
- Extensive knowledge of financial management techniques, preferably in a governmental context.
- Experience with bond issuance and management, including working with underwriters, bond counsel, and rating agencies.
Regulatory Compliance:
- Understanding of laws and regulations related to local government debt and financial management.
Systems and Analysis:
- Ability to lead information system development and implementation.
- Strong skills in problem-solving, financial performance evaluation, and forecasting.
Communication:
- Excellent verbal and written communication skills, with the ability to present complex information effectively.
- Proficiency with Microsoft Office, particularly Excel and Word.
Leadership:
- Proven experience in managing large teams and fostering a collaborative work environment.
- Ability to delegate tasks effectively while maintaining hands-on involvement in key projects.
Education and Experience:
Education:
- Bachelor’s degree in Accounting, Finance, or related field; MBA, CPA, or Certified Government Finance Officer certification desired but not required.
Experience:
- Minimum of 15 years of progressively responsible experience in financial management, preferably in the public sector.
- At least 5 years of senior management experience, ideally as a Finance Director or CFO.
- Experience with government procurement, information systems, and customer service is strongly desired.
