Primary Responsibilities:

  • Oversee various types of procurements, including preparing bid proposals (such as Invitations for Bids, Requests for Proposals, and Letters of Interest), reviewing contractor responses, and preparing recommendations based on applicable laws and CTA regulations.
  • Review contract specifications, conduct pre-bid and pre-award meetings, evaluate bidder responsibility, negotiate contracts and change orders, and coordinate with responsible departments for approvals.
  • Administer addendums, directive letters, change orders, and proceed orders for contracts as required.
  • Coordinate meetings with vendors, user groups (such as Construction, Engineering, Law, and Diversity departments), and assist in evaluation, selection, and negotiations for goods or services.
  • Prepare requests for approval and concurrence on procurements when necessary.
  • Perform additional related duties as assigned.

Management Responsibilities:

  • This position does not involve supervising staff.

Challenges:

  • Navigating funding/budget constraints, shifting needs, market conditions, and compressed schedules.
  • Ensuring regulatory compliance and managing vendor performance while consulting with departments like Law, Capital Investment, and Diversity to meet program requirements.

Education & Experience:

  • Bachelor’s degree in Business Administration, Engineering, or a related field, or equivalent combination of education and experience.
  • At least 3 years of experience in office administration or project management preferred.

Physical Requirements:

  • Ability to walk, sit, and carry up to 25 pounds.
  • Ability to remain stationary for extended periods and operate office machinery, including computers.

Service Area Requirement:

  • Must live within the CTA's Statutory Service Area, either at the time of employment or within 6 months of beginning employment.

Knowledge, Skills, and Abilities:

  • General understanding of formal and informal bidding processes preferred.
  • Proficient in Microsoft Office Suite and its application in purchasing.
  • Strong verbal and written communication skills.
  • Ability to read and interpret specifications, drawings, and purchase requests.

Working Conditions:

  • Office environment, with occasional visits to bus garages, rail shops, and construction sites.
  • This position is designated as a “C-List” position under the State Officials and Employees Act, which includes post-employment restrictions.

Equipment, Tools, and Materials Used:

  • Personal computer, Microsoft Office, and other necessary software to perform procurement tasks.

  • Priority consideration will be given to CTA employees or union members in the hiring process, as per labor contracts.
  • Final salary will be based on the candidate's qualifications and may vary.
